About the role
NHS Digital is seeking a new Head of Technology and Engineering who will lead technology work across the Citizen Health Tech Directorate.
Citizen Health Tech has been at the forefront of providing citizen facing digital products over the past 5 years.
We have played a critical role in the NHS’s response to COVID-19, with the pandemic bringing unprecedent volumes of user interaction. We have been at the heart of delivering new products and services which have been used by millions of citizens including the ‘Booking a Coronavirus Vaccination’ service.
As the Head of Technology and Engineering for Citizen Health Tech, you will be part of our Senior Leadership team, working with colleagues to ensure delivery of our high priority strategic commitments. You will be accountable for all technology aspects of delivery, ensuring the efficient use of resources and balancing the current and future priorities.
As the Head of Technology and Engineering you will be responsible for:
Working with senior decision makers (including commissioners in NHSx), the Heads of Delivery, and Heads of Product to formulate policy direction and commissioning strategy and delivery approach for Citizen Health Tech.
Owning and managing senior stakeholder relationships, representing Citizen Health Tech to internal, cross-system, and external audiences.
Guiding and managing technical resources across multiple multidisciplinary agile teams to develop a number of products and services across the Citizen Health Tech in line with user needs.
Being accountable for building the necessary technical digital skills and abilities in the team either by acquiring new people or developing in house capability.
Guiding Citizen Health Tech product and services through development, assurance processes and their implementation as live services.
Some of the key skills and experience you will bring:
Masters or equivalent qualification, in a computer, scientific or mathematical subject or equivalent experience.
Evidence of specialist knowledge in Agile, being an expert in agile practices, tools & techniques and their application at organisational level.
Experience coaching and leading teams in Agile and Lean practices, advocating these approaches, continuously reflecting and challenging the team.
Experience of managing strategic issues, responding to opportunities, blockers and enablers.
Expert in planning and delivery in a complex programme environment including demonstrating value for money.
It is highly desirable that you have:
Specialist knowledge in delivery, software development, architecture and design with experience of appropriate and representative languages, frameworks, platforms and tools; including knowledge of software delivery methodologies, information processing & standards, security, infrastructure and information governance.
Significant knowledge of delivering and operating end-to-end from writing code to operating / maintaining, and continuous improvement.
In-depth experience of engineering multiple large complex and/or enterprise systems, requiring the introduction of new or optimised exploitation of existing technologies.
Proven ability to identify and oversee the best patterns for working with appropriately selected technologies to meet business problems.
In-depth experience in the "devops" ownership of systems in their totality and their alignment to wider enterprise strategies; encompassing their application architectures and supporting infrastructures, taking operational responsibility for their entire lifetimes, able to lead the creation of new products from inception to deprecation.
